About the 2NCCRVS

The National Convention on Civil Registration and Vital Statistics (NCCRVS) is a gathering of local civil registrars, solemnizing officers, academe, statisticians, and other stakeholders from all over the country. The conduct of the annual activity is being spearheaded by the Philippine Statistics Authority (PSA) in accordance with Presidential Proclamation No. 1106 s. 2015 dated 20 August 2015 Declaring the Years 2015 to 2024 as Civil Registration and Vital Statistics (CRVS) Decade in the Philippines. Towards the vision of the CRVS Decade that “By 2024, all people in the Philippines will benefit from the universal and responsive CRVS systems that facilitate the realization of their rights and support good governance, health and development,” the NCCRVS aims to provide an opportunity to gather the prime movers of civil registration and data users of vital statistics in a venue for the dissemination of the latest information and on the recent developments on CRVS in the country. Specifically, the objectives of the convention are:
  • To impart knowledge and updates to the participants about civil registration concepts, procedures, laws and policy issuances on civil registration;
  • To present the latest interesting information generated from the reporting of vital events and to promote data appreciation for vital statistics;
  • To serve as a venue for the presentation of awards to Outstanding Local Civil Registry Offices in the country.
Last year, the PSA successfully gathered around 2,300 participants nationwide during the 1NCCRVS held virtually. The event which was simultaneously aired via Facebook live streaming also reached more than 22,000 daily engagements from netizens. This year the Philippine Statistics Authority will be conducting the 2nd National Convention on Civil Registration and Vital Statistics (2NCCRVS) on-site on 06 to 07 October 2022 at the Sofitel Philippine Plaza-Manila, CCP Complex, Roxas Boulevard, Pasay City with the theme “Improving Civil Registration and Vital Statistics Implementation Strategies through Digital Information.”

About the OCRG Logo

The Meaning of the OCRG Logo

The concept of the new OCRG Logo was derived from the Philippine flag which was applied in the form and color scheme. At the center of the logo is a hand that is writing that symbolizes the process of registration of significant events such as but not limited to birth, marriage, and death.

The line that was drawn by the hand symbolizes the rate of population or other vital records, and the efficiency of the civil registration system.
 The colors of the core of the logo are yellow and white and reflect the left part of the Philippine flag.

The three stars symbolize the coverage of civil registration and vital statistics in the country: Luzon, Visayas, and Mindanao. The eight long rays of the sun represent the eight provinces that had significant involvement in Philippine history. The long rays come together with small rays to indicate that civil registration and vital statistics cater and respond to the needs and rights of the Filipino people for equitable development and improved quality of life for all. These rays also feature a shape of a house and a family, the first and strongest unit of a community.    The colors were based on the Philippine flag.  Blue represents peace, truth and justice that Filipinos seek. Red connotes patriotism and valor, their most common characteristics. The circle that encloses the logo is a confirmation of the security and safety of civil registry documents and the genuineness of vital statistics. It also signifies inclusion or belonginess in one nation as Filipino citizens.
